Lucas was arrested in Halifax this week after the RNC issued a Canada-wide warrant for his arrest.
He is one of the four men charged in connection with the kidnapping and murder of 25-year-old Steve Miller in CBS.
Calvin Kenny , Paul Connolly, and Kyle Morgan are the other three who are charged.
